Seers
"The most brazen set of psionic morons known to history. Claiming to hear the word of Adalna, they took the right to rule the Imperium, then promptly forgot all about it. Concerned with the great questions of life, like 'Where did we put the remote to the automatic demon cage?' and 'what is Adalna's favorite snack?' they were shocked to discover that after hundreds of years of neglect, their empire had devolved into a bunch of bickering lunatics with dreams of achieving godhood themselves. Faced with this difficulty, the Seers began using their 'divine right' to kill anyone who had any good ideas, on the theory that anyone with a good idea must be an Apostate, since the only good ideas allowed by Adalna were the ones the Seers came up with themselves. This only made the situation worse, as many in the Imperium felt that having a good idea, and perhaps some power of their own, was a necessity for their continued existence. So the Imperium fractured into many pieces and was lost forever."
Encyclopedia Imperia, 2nd Edition

The Seer Council, or Imperial Council of Oracles, was one of the the "Three Pillars" of the Mage Imperium, but by the time of the fall of the Imperium had become increasingly isolated from daily administration. Seats on the Council were not strictly hereditary, but several great families had contributed a very high number of Seers. As the power of the position waned, however, the Imperial Diet became an increasingly attractive position for dynastic jockeying.
